Each extra turn from Temporal Manipulation gives Kiki-Jiki a fresh untap to copy Eternal Witness, whose enters-the-battlefield trigger returns Temporal Manipulation to hand. The token has haste, so the copy fires the same turn it's made — no summoning-sickness vulnerability in the loop itself. Temur is the natural shell: Surrak Dragonclaw, Riku of Two Reflections, or any Temur goodstuff commander can assemble these three pieces through standard creature and sorcery tutors.

Steps

  1. Cast Temporal Manipulation by paying {3}{U}{U}, causing you to take an extra turn.
  2. Activate Kiki-Jiki by tapping it, creating a token copy of Eternal Witness with haste.
  3. The token copy of Eternal Witness enters the battlefield, returning Temporal Manipulation from your graveyard to your hand.

Cheaper, tighter, alternate lines

Capture of Jingzhou and Time Warp are direct substitutes for Temporal Manipulation — same mana cost, same result. Strionic Resonator can copy the Eternal Witness trigger if Temporal Manipulation is exiled, but that's a 4-card line; the cleaner fix is just running two extra-turn spells as redundancy.
