Ghostly Flicker is the engine: each cast blinks Eternal Witness and the mana land, Orvar creates a land copy on the stack trigger, and Stone-Seeder Hierophant untaps lands to float blue mana before the blink resolves. Eternal Witness returns Ghostly Flicker immediately, letting the loop repeat every turn once summoning sickness clears off Hierophant. Orvar, the All-Form decks are the natural home — the commander already wants cheap spells targeting permanents, and every piece doubles as a standalone value card.

Variations
Cheaper, tighter, alternate lines
Any untapped land producing blue starts the loop, but an Island is the floor — Breeding Pool or Hinterland Harbor work and are already in most Simic lists. If Eternal Witness is removed, Archaeomancer or Salvager of Secrets both recover Ghostly Flicker from the graveyard to keep the chain intact. Once mana goes infinite, Ghostly Flicker can target any permanent in play, so a creature with an enter-the-battlefield damage trigger or a draw engine like Reclamation Sage closes the game without additional slots.
