Commander is where Zopandrel, Hunger Dominus actually lives — the effect is too slow and too expensive for any format that punishes a six-mana do-nothing-until-combat card, and creature-doubling is mostly irrelevant in Legacy or Vintage where the game is over before a combat step with a doubled board matters. Modern and Pioneer are theoretically legal but offer no practical home; no competitive creature strategy in those formats wants to spend six mana on a static doubler when cheaper lords and Craterhoof Behemoth effects exist. In Commander, the indestructible body and the self-regeneration clause make Zopandrel, Hunger Dominus resilient enough to actually stick, and multiplayer combat math means doubling six creatures at once regularly ends games on the spot.
