Commander is where Impassioned Orator does its best work, slotting into any white deck that generates creatures at scale — tokens, ETB chains, or life-matters synergy all give it enough triggers to justify the two-mana cost. In Pauper it's a legal common, but the format's creature-heavy decks rarely need this effect when lifegain payoffs aren't prominent in the meta. Modern and Pioneer offer access to Impassioned Orator, though neither format's competitive shells are looking for a 2/2 with a passive life drain clause — it simply doesn't pull enough weight at those speeds. Legacy and Vintage are non-starters for the same reason: the effect is incremental where those formats demand immediacy.
