Commander is where Wren's Run Packmaster does the most work: a repeating token producer with a built-in lord effect is exactly the kind of card that snowballs over a long game, and Elf and Wolf tribal shells give it natural homes. In Legacy and Vintage it's legal but functionally irrelevant — five mana for a creature with no immediate board impact doesn't compete in formats defined by turn-one or two-play windows. Modern is the same story; the card is legal on paper but the mana cost and tempo loss put it firmly out of range for competitive shells.
