Whirlwind Technique deals damage equal to a creature's power to each opponent simultaneously — in the right deck, that's a one-card alpha strike stapled to a Cycling 2 safety valve you can discard when it's not the right time. Iroh, Grand Lotus and Lutri, the Spellchaser both have strong pulls toward it, but the card earns its slot on raw effect alone.

Whirlwind Technique is legal in Commander, Legacy, Vintage, and Oathbreaker, but realistically this is a Commander card — the effect is too situational and too slow for Legacy or Vintage, where the bar for a three-mana sorcery is much higher. In Commander it thrives in decks that go wide, build tall with a single large creature, or both; hitting each opponent for the same power value means a 10/10 swings for 30 damage across the table in one shot. The cycling clause is what separates Whirlwind Technique from a narrow bulk rare — dead cards stay dead, but this one replaces itself.
