Voice of the Blessed turns a lifegain deck's normal background noise into a creature that threatens to end the game on its own — indestructible, flying, and growing every time you gain life. The two-mana entry point makes it trivially easy to slot in, and engines like Heliod, Sun-Crowned and Agatha's Soul Cauldron only accelerate how fast it gets out of hand.

The two reward the same thing, which means Voice of the Blessed is never a dead draw in the deck.

Trelasarra, Moon Dancer
Trelasarra, Moon Dancer puts a counter on itself and scries each time you gain life, and Voice of the Blessed mirrors that growth on a separate body — two threats scaling in parallel off a single resource. That redundancy makes the lifegain engine significantly harder to answer with a single removal spell.

Karlov of the Ghost Council
Karlov of the Ghost Council triggers on every life gain event, not total life gained, so high-frequency lifegain is already the game plan — and Voice of the Blessed thrives in exactly that environment. Running both means the deck has a backup threat that doesn't need white-black mana to activate.

Commander is where Voice of the Blessed does its best work: the format's longer game arcs give it time to accumulate counters, and lifegain is a deeply supported archetype across white, black, and green. In Modern and Pioneer, it sees fringe play in dedicated lifegain shells — Heliod combo in particular — where the two-mana cost and counter synergies are relevant, but it competes with a faster, more interactive metagame that can answer it before it threatens. Legacy and Vintage are broadly hostile to it; the format speed makes a slow-building creature a liability. Voice of the Blessed is at its ceiling in Commander, and that's where most players will want to deploy it.
