The cost is six mana for a 4/4 that does nothing until you have creatures entering and leaving, which means she's dead weight in fair boards but a kill condition in blink, token, or sac loops — Mirrorform-style flicker chains and Gisa and Geralf reanimation engines are exactly where she belongs.

Commander is the only format where Vela the Night-Clad is worth building around — 40 life and three opponents make her drain trigger meaningful, and the format's creature-heavy gameplay guarantees the board presence she needs to matter. In Legacy and Vintage she's technically legal but six mana for a creature with no immediate impact is unplayable in formats that end before she can generate value. Oathbreaker allows her but the smaller life totals and faster clock don't particularly suit a slow engine piece.
