Vedalken Archmage is entirely a Commander card — its power scales with artifact volume, and only in 100-card singleton games does that volume get high enough to make a four-mana do-nothing-the-turn-it-enters worth the slot. In Legacy and Vintage, it's technically legal but competes with Thoughtcast, Urza's Saga, and engines that cost half as much and go faster; nobody's running it. Modern is the same story — the format's artifact payoffs are faster and more aggressive than a 1/4 that draws on cast. Oathbreaker can support it in a dedicated artifacts build, though the smaller deck size and faster games mean you'll get fewer casts to trigger it. Play Vedalken Archmage in Commander, specifically in a deck that expects to cast five or more artifacts in a game, and nowhere else.

Cheaper options that do most of the same work

Riddlesmith and Thoughtcast handle the raw card-draw role in artifact decks for well under a dollar each, though neither replicates the zero-mana-per-draw ongoing engine that Vedalken Archmage provides — Riddlesmith requires a discard and Thoughtcast is a one-shot. If the goal is sustained per-cast draw, Inspiring Statuary plus any cantrip spell gets closer, but the cleanest budget replacement is simply accepting that no card under $3 does exactly what Vedalken Archmage does and slotting Shimmer Dragon or Reverse Engineer for raw card count instead.
