Commander is where Shimmer Dragon actually lives — the format's artifact-synergy commanders give it a consistent activation engine, and hexproof is much more valuable in a multiplayer game where three opponents all have removal. In competitive 60-card formats like Modern and Pioneer, six mana for a draw trigger that needs two artifacts already in play is too slow against the format's threats and too conditional to slot over cheaper payoffs. Legacy and Vintage have access to it but won't touch it. Shimmer Dragon is a Commander card through and through: the right shell makes it excellent, and there's no shortage of right shells.
