Upwelling turns every player's mana pool into a savings account — unused mana carries over between steps and phases, which means the deck that can exploit that storage wins the table and everyone else just funded it. It's a Sozin's Comet waiting to happen for any commander that wants to dump eight mana into a single activation the turn after it resolves.

Upwelling is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it only does real work in Commander. Multiplayer makes the symmetry irrelevant — at a four-person table, three opponents benefiting still loses to one player who built around stored mana. In Legacy or Vintage the card is too slow and too situational to compete; no competitive deck there cares about carrying mana across phases when the game ends on turn one or two. Commander is the only home worth discussing, and even there Upwelling earns its slot only if your commander has a mana sink that scales with the surplus.
