Unsubstantiate bounces a spell back to hand rather than countering it — the threat survives, which matters — but the tempo swing is real and it answers anything, including uncounterable spells like Approach of the Second Sun. Two mana to reset a bomb at instant speed is a fair rate; just know you're delaying, not stopping.

In Commander, Unsubstantiate earns its slot as a two-mana answer to spells that laugh at hard counters, and the bounce-to-hand clause doubles as a reset for your own commander or a key permanent. In competitive Legacy and Vintage the card is too slow and too soft — those formats want Daze, Force of Will, or Counterspell, not a delay.
