The Sixth Doctor turns every historic spell into a free card — land it on curve and it starts replacing itself immediately, which is a high bar for a four-mana creature to clear. The catch is that Romana II has to survive long enough to trigger, which makes the whole engine fragile to spot removal, but at the rate The Sixth Doctor generates card advantage, even one or two triggers justify the slot.

Commander is where The Sixth Doctor actually earns its keep — the format's emphasis on legendary creatures and artifact-heavy builds means historic triggers fire early and often, and four mana is a reasonable rate when the payoff is raw card draw. Legacy and Vintage are legal homes on paper, but The Sixth Doctor has no realistic role in either format: historic as a mechanic doesn't map onto those linear, speed-driven environments. Oathbreaker is the one non-Commander 60-card context worth noting, where a controlling shell that leans on historic spells could use The Sixth Doctor as a value engine in the 99 under the right signature spell.
