In Legacy and Vintage it's legal but irrelevant; two-mana creatures that find a basic dual can't compete in those formats' threat density. Oathbreaker can use it in the same shells that want it in Commander, particularly Golgari and Sultai value builds. Outside of Commander and Oathbreaker, Tower Winder simply doesn't exist competitively.
