Thought Lash exiles your entire library for free if you let it run unchecked — which is exactly the point when Thassa's Oracle is waiting in hand. Outside that specific line, donating it to an opponent via Zedruu the Greathearted turns it into a clock that kills whoever receives it.

Thought Lash is a Commander card almost by definition — the 100-card singleton format gives it room to be a dedicated combo piece rather than a liability, and the multiplayer politics of donation make it genuinely threatening. In Legacy and Vintage it's legal but irrelevant; faster, cleaner self-mill exists, and paying cumulative upkeep in a competitive two-player game is a losing proposition. Oathbreaker is the one other format where the Thassa's Oracle line shows up, though the 20-life starting total compresses the game too much for Thought Lash to reliably set up.

There's no true budget replacement for the Thought Lash line because the combo depends on the "exile your library" clause specifically — Thassa's Oracle checks cards in exile differently than it does cards in a graveyard, making mill-based self-fill a non-substitute. If the goal is simply winning with Thassa's Oracle, Tainted Pact and Demonic Consultation both achieve an empty library for one or two mana and cost well under $5 combined, though neither doubles as a Zedruu donation weapon.
