Thought Lash is a Commander card almost by definition — the 100-card singleton format gives it room to be a dedicated combo piece rather than a liability, and the multiplayer politics of donation make it genuinely threatening. In Legacy and Vintage it's legal but irrelevant; faster, cleaner self-mill exists, and paying cumulative upkeep in a competitive two-player game is a losing proposition. Oathbreaker is the one other format where the Thassa's Oracle line shows up, though the 20-life starting total compresses the game too much for Thought Lash to reliably set up.
