The cost is that every other use of the card is a genuine gamble, which is why it almost exclusively shows up in dedicated combo shells like Rograkh, Son of Rohgahh // Silas Renn, Seeker Adept rather than as generic fixing.

Demonic Consultation carries two restrictions that explain its format history: it can whiff catastrophically if you name something that's actually in your deck, and it can also just win the game on the spot at instant speed for one mana. Legacy banned it because the second problem outweighed the first — the Oracle line required no setup and cost nothing. Vintage restricts it to a single copy for the same reason. Commander gets a pass because you're already constrained to one copy, so the restriction is baked in, and a 100-card singleton deck adds enough variance that Demonic Consultation without a win condition in hand is a liability rather than a freeroll.
