In Commander, Subtlety is legitimately playable in any blue deck that can support the pitch cost — one other blue card is a low bar when the payoff is a free counterspell-adjacent effect at instant speed. Legacy is where Subtlety earns its original reputation, slotting alongside Force of Will in tempo and Delver strategies that already run the pitch-spell package. Modern sees it mostly in Evoke Elementals shells where the evoke synergy is the point, not a bonus. Vintage has access to so much free interaction that Subtlety competes hard for those slots, but it sees fringe play where the body matters. Pioneer, Standard, and Pauper are all non-legal, so the card lives entirely in eternal and Commander contexts.

Petty Theft and Void Snare both bounce permanents for one mana, but neither hits the stack, which is the entire reason Subtlety is played — the free instant-speed tempo play on a spell that hasn't resolved yet is not really replicable at a lower price point. If the goal is just resetting a problematic permanent that's already in play, Blink of an Eye or Vapor Snag cover that role for pennies, but you're trading the proactive stack interaction for simple bounce.
