Stasis locks every opponent out of their untap step for as long as you can keep paying its upkeep — and that upkeep cost is the entire design: one Blue per turn to maintain a global freeze. Pair it with Smothering Tithe to fund itself or Jorn, God of Winter to untap lands through combat, and the freeze becomes effectively permanent.
