In competitive 60-card formats — Modern, Pioneer, Legacy — instant-speed untap effects compete against a much higher bar, and the hexproof clause rarely justifies three mana in a singleton vacuum. Standard gives it room to breathe if a tap-heavy creature deck exists in the meta, but it hasn't made a dent there. Commander is the format where both halves earn their keep simultaneously, especially in tap-to-activate commanders where the untap is a free second activation and the hexproof stops the table from punishing you for going wide.
