The effect is real, but it's entirely parasitic on your commander being in play and being large, which makes Stalwart Aven a roleplayer in exactly one archetype.

In Commander, Stalwart Aven slots into Voltron strategies where the commander is already enormous — a 10/10 Rafiq of the Many or a pumped-up Rograkh, Son of Rohgahh turns it into a serious aerial threat for three mana. Outside of that niche, it's too conditional to earn a slot. In Pauper it's a vanilla 2/3 flyer in most contexts, which isn't where you want to be at three mana in a format with Spire Golem and Kor Skyfisher competing for slots. Legacy, Modern, and Pioneer have no meaningful home for it.
