Spire Golem is a free 2/4 flyer in the right deck — if you're running enough Islands, the affinity clause shaves its cost to zero and you get a relevant blocker or attacker for nothing. Radagast, Wizard of Wilds and similar blue-heavy commanders make this a genuine include; everywhere else, a six-mana 2/4 is unplayable.

Spire Golem is a pauper staple and that's where it does its best work — mono-blue and blue-heavy affinity shells routinely cast it for free or one mana, and a 2/4 flyer at common is legitimately powerful at that rate. In Commander, the card is niche: you need a deck running fifteen or more Islands before the discount becomes reliable, which limits it to mono-blue or near-mono-blue builds. Legacy and Vintage have access to this card but have no reason to run it when better free threats exist. Modern sees none of it for the same reason.
