Commander is the format built for Squee, Dubious Monarch — the self-bounce loop generates consistent value across long games, the Goblin token matters in tribal builds, and infinite-combat lines with Breath of Fury are a real win condition rather than a novelty. In Legacy and Vintage, the effect is too slow and the body too small to compete; red has better cheap threats and the bounce-to-hand mechanic doesn't offset the tempo cost at those speeds. Modern and Pioneer are the same story — three mana for a 2/1 that attacks and goes home is not a competitive rate when the format punishes anything that doesn't impact the board immediately.
