Silumgar Scavenger is a Commander card through and through — the incremental counter accumulation only matters in a longer game, and tribal Zombie synergies are far more prevalent in 100-card piles than anywhere else. In pauper it's technically legal but competes with faster, more immediate threats at common, so it rarely sees play. Legacy and Vintage move too fast for a five-mana 1/1 that needs setup, and the graveyard payoffs there are more explosive options anyway. Stick to Commander, specifically creature-death-matters or Zombie tribal builds.
