Commander is where it actually shows up — tribal synergy is a Commander-native strategy, and the singleton format rewards a card that doubles as card advantage in any creature-type-matters shell. In Modern and Pioneer it's technically playable, but tribal decks in those formats favor speed and redundancy over a three-mana 2/3 that requires board setup to generate value. Legacy and Vintage have access to more broken things and won't bother. Realmwalker is a Commander card through and through.
