Realmwalker lets you play the top card of your library whenever it shares a creature type with it — effectively a tribal Sensei's Divining Top stapled to a body. The cost is that it only works within its chosen tribe, so Pulmonic Sliver in a non-Sliver shell or Ayula, Queen Among Bears outside Bears leaves it dead in the water.

Realmwalker is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker. Commander is where it actually shows up — tribal synergy is a Commander-native strategy, and the singleton format rewards a card that doubles as card advantage in any creature-type-matters shell. In Modern and Pioneer it's technically playable, but tribal decks in those formats favor speed and redundancy over a three-mana 2/3 that requires board setup to generate value. Legacy and Vintage have access to more broken things and won't bother. Realmwalker is a Commander card through and through.
