Sicarian Infiltrator is a Commander card through and through — the three-for-one math is good enough in a 100-card singleton format where consistency is hard and card advantage is precious. It's legal in Legacy and Vintage but sees no competitive play there; four mana for a 2/2 plus two 1/1s is well below the power ceiling of those formats. Oathbreaker gives it a reasonable home in token or aristocrats shells with the right planeswalker at the helm. Outside of Commander, the card simply doesn't exist in the competitive conversation.
