In Pauper, it's a legitimate role-player: the cantrip makes it stronger than most commons at this slot, and green stompy or Elf builds will run it without hesitation. Modern and Pioneer have faster, cheaper mana acceleration available, so Llanowar Visionary sits on the fringe — the card draw is appealing but the three-mana cost is a real tempo ask in those formats.
