The effect is too slow and too symmetrical for Legacy and Vintage, where games end before a land-drop engine generates meaningful tokens, and the card sees essentially zero competitive play in those formats. In Commander, the symmetry that makes it unplayable elsewhere becomes a design puzzle worth solving — pair it with a commander that scales off token quantity or opponent tokens, and the enchantment does real work over a long game.
