Scuttling Sliver lets any Sliver you control tap to give another Sliver an untap trigger — stack that with Nyxbloom Ancient and you have a mana engine that compounds fast. The cost is a two-mana 1/1 that does nothing outside a dedicated Sliver shell.

Commander is the only format where Scuttling Sliver earns a slot — Sliver tribal commanders give it the critical mass it needs to matter, and multiplayer games run long enough to exploit repeated untap effects. In Legacy and Vintage it's technically legal but competes against formats where a two-mana 1/1 with a narrow tribal ability simply doesn't register. Oathbreaker follows the same logic as Commander: playable only if your signature spell and planeswalker are built around Slivers.
