Rukarumel, Biologist is a Commander card through and through — the effect is maximized when you're building around a commander slot and have 99 cards to exploit the type-unification. In Legacy and Vintage, where it's technically legal, a five-mana creature with no immediate board impact simply doesn't compete; those formats move too fast for setup-dependent tribal payoffs to matter. Commander is the only realistic home, and even there the card rewards deliberate deckbuilding: Rukarumel, Biologist does nothing in isolation, so the surrounding 99 need to be dense with tribal synergies to justify the investment.
