In Legacy, Modern, and Pioneer it's legal but ignored — a tapped mana source with a conditional upkeep trigger doesn't clear the bar in any of those formats. Oathbreaker is the one exception where a Shrine-focused build could justify it, though the format's smaller deck size limits how reliably you assemble the full package. Commander is the only context where Sanctum of Fruitful Harvest earns its slot.
