In Commander, he's a genuine engine piece in any Shire-themed build, not just a role-player. He's legal in Legacy and Vintage but sees no competitive play there; the Halfling tribal synergy has no meaningful home in either format's card pool or metagame. Oathbreaker could theoretically support him in a Halfling-centric build, but the 58-card format gives you fewer redundant pieces to make the engine hum consistently.
