Commander is where Gilraen, Dúnedain Protector does all her real work — the mass-untap trigger is designed for multiplayer boards where you have five or six creatures to unlock at once, and the Tolkien-adjacent commander ecosystem gives her immediate tribal homes. Legacy and Vintage technically allow her, but a three-mana 2/3 with no immediate card advantage isn't competing in those formats outside of a very narrow combo shell. Oathbreaker is a reasonable fit for the same reason Commander is: the format rewards efficient ETB engines, and untapping your whole board at instant speed via a flicker is exactly the kind of broken-if-repeated effect that Oathbreaker combo decks want. Outside of Commander, treat her as format-legal but competitively irrelevant.
