Commander is where Gilraen, Dúnedain Protector does all her real work — the mass-untap trigger is designed for multiplayer boards where you have five or six creatures to unlock at once, and the Tolkien-adjacent commander ecosystem gives her immediate tribal homes. Legacy and Vintage technically allow her, but a three-mana 2/3 with no immediate card advantage isn't competing in those formats outside of a very narrow combo shell.
