Roshan, Hidden Magister turns every Assassin that connects into a tutor-plus-deploy engine, which is an absurd amount of card advantage stapled to combat damage triggers. The catch is that he only works if you're already built around Assassins — in any other shell he's a do-nothing 4/4 for five mana, and Etrata, Deadly Fugitive decks are the only place he consistently earns that slot.

Commander is where Roshan, Hidden Magister actually functions — the format's longer games and tribal-synergy environment give Assassin-based strategies the time and density they need to make his trigger fire repeatedly. In Legacy and Vintage he's legal but irrelevant; a five-mana creature that requires a specific creature type to do anything useful has no competitive window in formats that end on turn two or three.
