Resourceful Defense lets you redistribute counters from any permanent to any other permanent at instant speed — the ability to rescue a key piece before it dies, or load up a combo target like Magistrate's Scepter on demand, is genuinely powerful. The cost is three mana to cast and two to activate, which is real, but the flexibility across every counter type makes Inspirit, Flagship Vessel decks and anything else that stacks counters want it badly.

Resourceful Defense is a Commander card through and through — the counter-redistribution effect scales with a 100-card singleton format full of permanents that accumulate loyalty, charge, and +1/+1 counters, and four mana total across cast and activation is acceptable when the game goes long. In Legacy and Vintage, where it's technically legal, it never sees play; the formats move too fast and too efficiently for a slow enchantment that doesn't impact the board immediately. Oathbreaker is the one non-Commander format where Resourceful Defense could occasionally be relevant, since planeswalker-heavy builds can use it to consolidate loyalty counters before a key ultimate.

Resourceful Defense doesn't have a true one-card replacement, but Swiftfoot Boots and Lightning Greaves cover the 'protect your counter-loaded permanent' half of the equation for under $2 combined — you lose the counter-moving upside entirely, but you keep the permanents alive. If the appeal is specifically moving counters, Power Conduit does the same redistribution work for under $1, though it converts counters into +1/+1 counters rather than moving them as-is, which matters in decks that care about counter types.
