Commander is where Repository Skaab actually earns a slot, specifically inside Zombie tribal or spell-recursion builds that can blink or recur it. In Pauper it's legal but slow — five mana for one card back is below the format's efficiency bar, and dedicated graveyard strategies there have cheaper options.
