Refuse // Cooperate deals damage equal to a spell's converted mana cost back at its controller, then lets you Fork any instant or sorcery for free on the back half — two genuinely useful effects stapled together. Sevinne, the Chronoclasm and other spell-copy commanders extract full value from both halves, but even outside that niche, the card earns its slot as a reactive piece that punishes expensive spells while doubling as a late-game copy effect.

Refuse // Cooperate is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker. Commander is its natural home: the format's high-CMC threats make Refuse a legitimate burn spell, and Cooperate's ability to copy any instant or sorcery — your opponents' included — scales with the power of the spells at a multiplayer table. In Modern and Pioneer the card is technically playable but too slow and situational to compete with dedicated counterspells or burn; Cooperate's fork effect wants powerful spells on the stack to copy, and those formats move too fast to set that up reliably. Legacy and Vintage have the raw spell power to make Cooperate absurd, but those formats already have access to strictly better interaction, so Refuse // Cooperate stays a Commander card in practice.
