Reaper King is a Commander card through and through — the five-color identity is a feature there, not a bug, since it lets you run the full suite of Scarecrow tribal support and the best removal across all colors. In Legacy and Vintage it's technically legal but never sees play; the mana cost is awkward outside of a dedicated shell, and those formats don't reward a slow tribal payoff. There's no direct budget replacement for Reaper King — the Scarecrow-triggered Vindicate effect is unique to it. If you want a five-color tribal value engine at a lower price point, Morophon, the Boundless reduces costs across any tribe and fits a similar "goodstuff tribal" shell, though it generates no removal on its own.
