Raptor Hatchling is a Commander card through and through — the Enrage trigger is too slow and too conditional to compete in Legacy, Modern, or Pioneer, where a two-mana 1/1 with no immediate board impact gets outpaced before it ever connects. In Commander, the multiplayer pacing and abundance of damage-based effects give Raptor Hatchling the time and the tools it needs, and Dinosaur tribal shells provide redundant Enrage enablers that make the loop consistent. Oathbreaker can support it in the right Enrage shell, but the smaller format and faster clock narrow the window considerably.
