In Commander, Enrage competes against a deep pool of instant-speed pump spells, and +2/+2 on a single creature rarely moves the needle in a multiplayer game where board states are wide and life totals start at 40. Legacy and Vintage both have access to it, but neither format has any reason to reach for it — Temur Battle Rage and Become Immense do the same job orders of magnitude better in any Kiln Fiend or Infect shell. Modern is the same story. Enrage is legal across most formats and competitive in exactly none of them.
