The cost is real: you need the Zombie type or an enabler like Rooftop Storm to loop it, and it does nothing without a target graveyard worth raiding.

Commander is where Psychic Pickpocket earns its slot — graveyard-heavy tables mean targets are plentiful, and Zombie tribal shells can loop it for free with the right setup. In competitive 1v1 formats like Legacy and Vintage, a 2/2 that requires setup to reuse simply can't compete with the raw efficiency of dedicated graveyard hate. Modern and Pioneer players have cheaper, faster options for grave interaction that don't ask for a creature to stick on board. Psychic Pickpocket is a Commander card through and through.
