Commander is where Helga, Skittish Seer actually belongs — the formats that reward building around a single repeatable trigger, and the longer games that give a 1/1 time to pay off, are exactly what EDH provides. In competitive 1v1 formats like Modern and Pioneer, a two-mana 1/1 that does nothing the turn it enters and requires untap synergies to function simply doesn't meet the bar.
