Commander is where Helga, Skittish Seer actually belongs — the formats that reward building around a single repeatable trigger, and the longer games that give a 1/1 time to pay off, are exactly what EDH provides. In competitive 1v1 formats like Modern and Pioneer, a two-mana 1/1 that does nothing the turn it enters and requires untap synergies to function simply doesn't meet the bar. Legacy and Vintage have the same problem compounded by the density of broken things happening around it. Standard is the one constructed format where Helga could theoretically see fringe play if a dedicated untap shell exists in the meta, but that window is narrow. Stick to Commander and Oathbreaker.

If the draw-on-untap role is what you need, Siren Stormtamer and Birchlore Rangers fill adjacent roles at near-bulk prices, though neither replicates the scry-plus-draw combination that makes Helga, Skittish Seer specifically strong in untap loops. For pure card selection stapled to a creature, Augur of Bolas or even Omenspeaker offer cheaper bodies, but they're one-shot effects rather than repeatable engines — you're trading consistency for upfront cost.
