Portent Tracker lets you untap a land whenever a spell with a target resolves — stack that with High Tide and you're generating mana on demand without needing a dedicated untap engine. The cost is a two-mana 1/1 with no protection, so it lives or dies by how quickly you can use it.

In Commander, Portent Tracker is a niche but real piece in blue spell-slinger and combo decks that already run a high density of targeted cantrips — it converts spells you were casting anyway into free land untaps, which is a meaningful rate in a format where mana acceleration is always welcome. Pauper is where it has the most legitimate competitive footing, since the commons-only card pool rewards any repeatable mana advantage and the targeted-spell density in blue control shells is high enough to trigger it consistently. Legacy and Vintage have access to far more efficient untap and mana-generation tools, so Portent Tracker doesn't make those cuts. Modern and Pioneer offer the same problem: the effect isn't impactful enough to justify a slot when those formats demand threats or interaction on every card.
