Commander is where Rings of Brighthearth lives — the format's density of planeswalkers, mana rocks, and utility artifacts gives it a reliably large number of targets, and the Basalt Monolith infinite-mana loop alone justifies inclusion in any colorless-friendly shell. In Legacy and Vintage it's legal but sees essentially no play; the formats move too fast for a three-mana do-nothing artifact that requires additional investment before generating value. Oathbreaker is a legitimate home for the same reasons Commander is, particularly in planeswalker-centric builds where every activation is worth doubling.
