Commander is where Passionate Archaeologist lives — the format's density of exile-cast commanders gives it a reliable engine to plug into, and a two-mana enchantment that deals damage on an opponent's upkeep without attacking is exactly the kind of sustained pressure that wins long games. In Legacy and Vintage, it's technically legal but competes against much faster and more resilient threats, and the exile-cast payoff structure doesn't map cleanly onto those formats' game plans. Oathbreaker could be a home if your planeswalker leans into exile-cast, but the card is designed for a 100-card social format with a specific commander driving the trigger.
