Commander is where Prosper, Tome-Bound lives — a four-mana legendary with a passive value engine and an end-step trigger is exactly the kind of card that thrives in long, multiplayer games where you have multiple opponents to drain and multiple turns to accumulate Treasures. He's legal in Legacy and Vintage as well, but neither format has any use for a four-mana creature that generates incremental advantage over several turns when faster, more linear options dominate. Oathbreaker is a reasonable home if you're pairing him with a burn-from-exile planeswalker signature spell, though the 20-life starting total compresses his drain clock significantly. Outside of Commander, don't bother.
