In Legacy, it's legal and theoretically relevant against Vampiric Tutor and Imperial Seal, but the format moves fast enough that a three-mana creature requires protection to stay relevant, so it shows up only in specific fair black shells. Vintage sees it as a sideboard consideration at most — the broken fast mana and restricted tutors make it a nuisance rather than a lock piece.
