Oath of Teferi exiles a nonland permanent on entry and then lets every planeswalker you control activate twice per turn — that second line is what separates it from a removal spell with a body. At five mana you're paying a premium, but any deck running three or more planeswalkers treats Oath of Teferi as an engine piece, not a one-shot answer; Teferi, Master of Time going twice a turn and Commodore Guff stacking loyalty counters at double speed are the clearest illustrations of why.

Commodore Guff
Commodore Guff appears in 94% of decks running Oath of Teferi for an obvious reason: his passive generates loyalty counters on every other planeswalker you control, and Oath of Teferi doubles how often each of those walkers cashes in. The combination accelerates ultimates by several turns and turns even incremental activations into a loyalty-counter avalanche.

Elminster
Elminster's +1 scrys and builds toward a powerful triggered ability, and Oath of Teferi letting him activate twice per turn means he generates card selection and triggers at a rate the opponent can't reasonably race. It shows up in nearly two-thirds of Elminster lists because the math on loyalty accumulation is just that favorable.

Aminatou, the Fateshifter
Aminatou, the Fateshifter uses all three of her abilities situationally, and Oath of Teferi turns that into a same-turn toolbox — top-deck manipulation plus a flicker or a -1 in the same main phase. The exile trigger on entry also incidentally clears a blocker or a problem permanent before she starts working.

Estrid, the Masked
Estrid, the Masked untaps enchanted permanents and accumulates loyalty for a field-wiping ultimate, and Oath of Teferi doubles the speed at which she gets there while the entry exile removes the most threatening blocker. It slots into nearly half of Estrid lists as a value enabler that also happens to answer something.

Sisay, Weatherlight Captain
Sisay, Weatherlight Captain can tutor Oath of Teferi directly off a +1 activation, and once it's in play it doubles up every other legendary planeswalker Sisay has fetched. The high legendary density in those decks means the double-activation clause is almost always live.

Commander is the format Oath of Teferi was built for — multiplayer games go long enough that a five-mana enchantment with a enters-the-battlefield removal trigger and a persistent doubling effect generates enormous value over several turns. In Oathbreaker, the same logic applies with even more force since the Oathbreaker is itself a planeswalker that benefits directly from activating twice per turn. In Legacy and Vintage, Oath of Teferi is legal but sees essentially no competitive play; five mana enchantments that don't immediately win the game don't survive in those formats. Modern and Pioneer have the same structural problem — the card is theoretically legal but too slow and too dependent on a board state full of planeswalkers to fit any established archetype.
