The catch is a four-mana body that does nothing the turn it arrives, so it lives or dies on the synergies surrounding it — pair her with Nim Deathmantle and a sacrifice outlet and she becomes a hard-to-stop loop engine.

Commander is where Naomi, Pillar of Order belongs — the token production and life gain compound over a full game, and 100-card singleton construction means the artifact and enchantment density needed to fuel her is easy to achieve without sacrificing consistency. In Modern, Pioneer, and Legacy she competes against faster and more focused four-drops and offers no immediate board impact, making her a poor fit for those formats despite being technically legal.
