Myth Unbound is a Commander card through and through — its entire text box is built around the commander zone mechanic, which only exists in formats that use it. In Legacy and Vintage it's technically legal but has no practical application; no competitive shell there needs to reduce a commander tax or draw cards off a legend dying. Oathbreaker is the one non-Commander format where it does real work, since planeswalker commanders die and recast often enough that both halves of Myth Unbound are live. Everywhere else, it simply doesn't apply.
