Commander is where Mirror Entity does its best work — wide tribal and token boards are everywhere, and one activation can end the game on the spot. In Legacy and Vintage it sees essentially no competitive play; three mana for a do-nothing 1/1 that requires a board state and mana investment to matter is too slow against the format's interaction density. Modern is similarly cold on it — tribal decks there tend to close faster with lords and linear synergies rather than a tap-out finisher. Oathbreaker can find niche homes in the same aggressive token or tribal shells that Commander supports, though the smaller game size limits how often you'll build the board needed to make Mirror Entity's ceiling matter.
